Description:
RAQ Contracting is currently seeking a highly skilled and experienced Senior Procurement Engineer to join its growing team in the UAE. The organization is involved in delivering major civil and infrastructure projects and is looking for a professional who can manage procurement operations efficiently while ensuring cost control, quality standards, and timely project execution.
The selected candidate will be responsible for leading end-to-end procurement activities related to civil, structural, and infrastructure works. This includes handling tendering processes, vendor management, contract negotiations, and coordination with multiple project stakeholders including engineering, construction, and finance departments.
The role requires strong technical knowledge of civil construction procurement practices, excellent negotiation skills, and the ability to manage multiple suppliers and subcontractors in a fast-paced project environment.
Key Responsibilities:
• Lead procurement processes for civil, structural, and infrastructure project requirements
• Prepare, issue, and manage RFQs, tenders, and contract documentation for materials, equipment, and subcontracted services
• Evaluate suppliers and subcontractors based on technical and commercial criteria
• Negotiate pricing, terms, and conditions to ensure best value and cost efficiency
• Coordinate closely with engineering, construction, and finance teams for smooth project execution
• Monitor market trends, material availability, and pricing fluctuations to support strategic sourcing decisions
• Ensure compliance with company procurement policies, procedures, and applicable regulations
• Maintain procurement records, vendor databases, and performance evaluation reports
• Manage subcontractor coordination and ensure timely delivery of materials and services
• Conduct technical evaluation of project scope and procurement requirements
• Support project teams with cost control and value engineering initiatives
Requirements:
• Bachelor’s degree in Civil Engineering or related discipline
• 7–10 years of procurement experience, with strong UAE experience in civil/infrastructure projects
• Strong understanding of civil construction procurement procedures
• Proven experience in vendor management and contract negotiation
• Strong analytical, communication, and coordination skills
• Proficiency in MS Office and procurement management systems
