Description:

Job Title: Operations Manager

We are currently seeking a highly motivated and results-oriented Operations Manager with solid experience in the UAE real estate development sector. The ideal candidate must possess in-depth knowledge of UAE real estate regulations and hands-on expertise in managing authority approvals, coordinating with master developers, and overseeing complete project lifecycles from initiation to handover.

Applicants must have previous experience working directly with a UAE-based real estate developer or a well-established construction company operating within the UAE market.

Authority Liaison & Approvals:

  • Lead direct coordination with Dubai Land Department (DLD)
  • Ensure full compliance with Real Estate Regulatory Agency (RERA) requirements
  • Manage approvals and submissions to Dubai Municipality (DM)
  • Coordinate processes with Dubai Development Authority (DDA)
  • Handle NOCs, permits, and inspection procedures with Dubai Civil Defence
  • Work closely with master developers such as Nakheel and Dubai Holding
  • Manage Trakhees and planning-related approvals

Project Operations Management:

  • Oversee complete project lifecycle from planning to final delivery
  • Manage authority submissions and maintain accurate document control
  • Monitor construction progress and ensure adherence to timelines
  • Coordinate effectively with contractors and consultants
  • Track budgets and maintain cost control measures
  • Identify and mitigate operational risks while ensuring regulatory compliance

Regulatory & Compliance:

  • Supervise escrow account procedures in accordance with UAE laws
  • Manage Oqood registration processes
  • Oversee title deed issuance and documentation
  • Ensure SPA compliance and contractual adherence
  • Supervise handover procedures and snagging processes
  • Facilitate building completion certification

Stakeholder Management:

  • Maintain strong working relationships with government authorities
  • Coordinate with master developers for required approvals
  • Manage infrastructure and utility coordination
  • Oversee utility connections including DEWA, telecom, and drainage
  • Collaborate internally with Sales, Legal, Finance, and Project teams

Reporting & Performance Management:

  • Track KPIs and operational performance metrics
  • Prepare detailed operational reports for senior management
  • Implement process improvements and standard operating procedures (SOPs)
  • Monitor timelines, milestones, and project deliverables

Qualifications & Requirements:

  • Bachelor’s Degree in Civil Engineering, Construction Management, or a related discipline
  • 5–10 years of UAE experience with reputable real estate developers
  • Strong practical knowledge of DLD, DM, DDA, Civil Defence, Nakheel, and Dubai Holding procedures
  • Thorough understanding of UAE building regulations and escrow laws
  • Experience managing residential, mixed-use, or master-planned developments
  • Excellent negotiation skills and confidence in handling regulatory authorities
