Pakistan Association Dubai (PAD), along with its healthcare subsidiary Pakistan Medical Center (PMC), is seeking a highly skilled and proactive Manager – Human Resources to lead and enhance HR operations across both organizations. The role requires strategic thinking, excellent leadership skills, and hands-on experience managing the full HR lifecycle in line with UAE regulations.

Key Responsibilities:

  • Lead comprehensive HR operations for PAD & PMC, ensuring alignment with organizational objectives
  • Ensure compliance with UAE Labour Laws, DHA/MOH regulations, and internal HR policies
  • Develop, implement, and periodically review HR policies, SOPs, and employee handbooks
  • Oversee recruitment, onboarding, performance management, and employee relations
  • Provide strategic HR advice to management regarding workforce planning and organizational development
  • Manage payroll coordination, leave administration, disciplinary actions, and grievance resolution
  • Drive employee engagement, wellbeing initiatives, and learning & development programs
  • Act as a strategic HR Business Partner to department heads and senior leadership

Required Qualifications & Experience:

  • Bachelor’s or Master’s degree in Human Resources, Business Administration, or related discipline
  • 7–10 years of progressive HR experience, preferably within the UAE
  • Strong knowledge of UAE Labour Law and HR best practices
  • Experience in healthcare, non-profit, or community-focused organizations is advantageous
  • Excellent communication, leadership, and stakeholder management skills
  • Ability to handle confidential matters with integrity and professionalism
