We are seeking a Junior Analyst to support the Federal Emergency Management Agency (FEMA) Planning and Exercise Division (PED). This role provides research-based and technical support to enhance FEMA’s enterprise planning capability through data-driven insights, evaluation of emergency management policies, and development of digital tools and data solutions. The position is contingent upon the successful award of a contract currently under bid.
Essential Job Functions:
- Apply social science research and evaluation methods to assess emergency management programs, policies, and operational procedures
- Conduct quantitative and qualitative data collection, analysis, and interpretation to inform evidence-based planning decisions
- Support data formatting, cleaning, and database management across enterprise planning systems
- Assist in developing data visualizations, dashboards, and performance metrics to monitor planning effectiveness
- Utilize programming languages (Python, R, Java) to support data analysis, automation, and web application tasks
- Maintain databases such as MySQL, MongoDB, or other large-scale data environments
- Collaborate with senior planners, analysts, and federal stakeholders to identify data requirements and assist with evaluation design
- Conduct literature reviews, prepare analytical reports, and develop technical documentation
- Assist in creating tools and templates that integrate data science techniques into FEMA’s planning workflow
Necessary Skills and Knowledge:
- Knowledge of SharePoint, shared drives, and/or HSIN
- Basic understanding of statistics, mathematical modeling, and data science techniques
- Strong writing and communication skills for translating analytical findings into actionable insights
- Ability to work effectively in a team and communicate with internal and external stakeholders
Minimum Qualifications:
- Minimum two (2) years of experience managing information and documents, including SharePoint sites, shared drives, and/or HSIN
- Must have a Public Trust clearance
Preferred Qualifications:
- Experience supporting FEMA or other federal emergency management programs
- Familiarity with data visualization tools
- Knowledge of emergency management doctrine and national preparedness frameworks
- Exposure to planning and evaluation activities in a government or academic environment
Pay And Benefits:
- Base salary of $65,000 – $95,000 annually
