We’re Hiring: Financial Analyst III

CapMetro is seeking an experienced and analytical Financial Analyst III to support advanced financial planning, reporting, and analysis activities across the organization. Reporting directly to the Director of Budget and Financial Planning, this role plays a lead part in evaluating operating and capital expenditures while providing data-driven insights that support informed decision-making and long-term financial sustainability.

This position involves analyzing complex financial information, identifying cost-saving opportunities, preparing reports for executive leadership and the Board of Directors, and supporting strategic initiatives across multiple departments.

Key Responsibilities:

  • Review monthly financial reports, explain variances, analyze cost and schedule deviations, and prepare management reports with findings and recommendations
  • Partner with department managers to identify cost-saving opportunities and operational efficiencies
  • Conduct cost analyses across operating areas and recommend cost-effective solutions
  • Consolidate, monitor, and maintain operating, capital, and maintenance cost estimates
  • Develop a strong understanding of organizational operations and key cost drivers
  • Identify financial trends and recommend process improvements
  • Support the EVP and Chief Financial Officer with long-range financial planning and analysis
  • Prepare cost-benefit analyses and special financial reports for complex initiatives
  • Assist with financial modeling, forecasting, and development of pro formas
  • Contribute to the preparation of annual operating and capital budgets
  • Present final financial recommendations to the Executive Team
  • Review consultant reports and evaluate performance
  • Support Freight Rail and Commuter Rail teams with operating plans and budgets
  • Assist Procurement by providing bid pricing and financial analyses
  • Support system, tool, and process improvement initiatives
  • Promote adherence to Safety Management Systems by ensuring safety and security considerations are integrated into daily activities
  • Perform additional duties as assigned

Qualifications & Experience:

  • Bachelor’s degree in Accounting, Finance, or a related discipline
  • At least six (6) years of progressively responsible experience in financial analysis, budgeting, reporting, financial modeling, and policy analysis
  • Experience providing recommendations to senior management on complex financial and organizational matters

Knowledge, Skills & Abilities:

  • Strong knowledge of fiscal planning, cost-benefit analysis, capital financing, and present value concepts
  • Proficiency with financial software, spreadsheet modeling, presentation tools, and Microsoft Office in a Windows environment
  • Ability to design financial models and develop accurate forecasts
  • Excellent written, verbal, and presentation skills
  • Strong organizational, analytical, and decision-making abilities
  • Ability to work under pressure and manage multiple priorities
  • Customer service–oriented mindset with the ability to collaborate with management and Board members

Work Environment & Mobility Status:
This role is primarily remote, with the home serving as the main work location within the state of Texas. The incumbent must be able to report to a CapMetro facility within 24 hours if business needs require and attend in-office sessions for collaboration, supervision, and strategic alignment as needed. The position is based in Austin, Texas, and candidates residing outside Texas must relocate prior to the start date.
