FWI is seeking an Administrative Records Specialist responsible for compilation of decision files, responding to Freedom of Information Act (FOIA) requests, and compiling administrative records for Bureau of Land Management (BLM) rulemakings related to energy and minerals. This position will ensure proper documentation and organization of all materials considered in the rulemaking process.

Position is contingent upon successful contract award

Work Schedule and Location

Remote This full-time remote position will work Monday through Friday 8am to 5pm. Some flexibility in schedule may be required to coordinate with BLM offices across multiple time zones and to support FOIA response deadlines.

  • Compile and organize decision files for multiple rulemaking efforts
  • Review project materials for relevancy and appropriately categorize documents
  • Prepare searchable indices of documents relevant to rulemakings
  • Identify records containing potentially withholdable information (PII, FOIA exemptions)
  • Support FOIA response preparation, including reviewing requests, searching decision files for responsive documents, and creating privilege logs
  • Assemble, organize, index, update, and maintain administrative records for potential court submission
  • Convert records to appropriate formats, Bates-stamp documents, and create hyperlinked indices
  • Coordinate with BLM staff to ensure all relevant correspondence and documents are incorporated into decision files
  • Ensure all public-facing documents are Section 508 compliant

Required

  • 5+ years professional experience related to developing decision files/project records, administrative records, and FOIA response
  • Knowledge of Freedom of Information Act exemption categories
  • Experience with document management and indexing
  • Understanding of administrative record requirements for litigation
  • Familiarity with Section 508 compliance requirements

Desired

  • Experience with federal rulemaking documentation
  • Background in legal or regulatory compliance
  • Knowledge of document conversion and Bates-stamping processes
  • Experience with Bureau of Land Management or Department of Interior projects
  • Familiarity with energy and minerals regulations
