Position – Chief Estimation
JopDescription
- Manage the tendering and estimation process to ensure it is executed in a professional, cost-effective, and timely manner.
- Provide technical assistance and assure the implementation of the company’s tendering policies and procedures.
- Assist in the transfer of job details and documents from the business development and tendering department to the concerned Business Unit in a comprehensive and timely manner.
- Consider creative solutions to tender requirements that would reduce manpower requirements, cost, and/or time, and distinguish the company from competitors.
- Remain active in pursuing project updates relevant to optimizing future estimates.
- Thoroughly study tender documents to understand the technical, commercial, contractual requirements, specifications, and authorities.
- Coordinate with the Business Development Manager/Estimators on outsourcing activities to subcontractors to meet resource availability.
- Coordinate with the Engineering function for the preliminary design of the structure and for design-build projects.
- Manage the process of forwarding drawings and specifications of outsourced activities to relevant estimators and/or subcontractors, and review their submissions to ensure compliance with tender requirements.
- Inspect sites prior to estimation to become acquainted with prevailing conditions.
- Manage the process of sending Requests for Information to the client/consultant in coordination with the Business Development Manager/Estimation Engineer.
- Compile comprehensive documentation to support tender estimates.
- Manage the overall preparation of the tender estimate (including civil, steel, MEP, and others) as per the tender documents and client requirements in coordination with the assigned Business Development Engineer or the Business Development Manager.
- Manage the process of “value engineering” the estimate if required to ensure competitiveness.
- Coordinate with the Cost Control function, when needed, in the preparation of the Job Budget and variation orders.
- Verify the Risks and Opportunities presented in the Tender Review Pack.
- Oversee the responsibilities and duties of subordinates.
- Assist in the training and development of personnel in the Business Development and Estimation function.
